The Team Leader (TL) would ensure the coordination of the implementation of this contract. The coordination role would entail regular liaison with various stakeholders and management of non-key experts and required expertise for delivering the various technical tasks under each programme component. He/she would assign responsibilities to the other key experts to supervise short-term assignments contracted to Short term experts (STEs) based on the thematic area. In addition to the above, his/her main technical responsibilities are expected to be as follows:
• Provide technical advisory services and mobilise relevant non-key expertise to support the project management capacity of the AUC DIE-ISD;
• In support to the AUC DIE-ISD Project Implementer, actively plan, prepare, organise and facilitate continental level initiatives, including ensuring good communication with all the RECs, the EU and relevant stakeholders at national level, reporting and dissemination of outputs
• Actively support the AUC DIE-ISD Project Implementer in reaching out to policy makers and planners towards successful achievement of the PRIDA Output 2 and 3, and support all relevant activities. The TL will provide technical advice and prepare work plans, progress reports and draft budgets.
• Provide support to the AUC DIE-ISD in contributing to integrate the products of PRIDA Outputs 2 and 3 into the decision and planning processes at various levels.
• Provide a technical support to the AUC DIE-ISD in the continental dissemination of the PRIDA Outputs 2 and 3 ensuring, among others, that adequate cross-fertilization mechanisms between regions are in place.
• As required, provide support for activities under AUSP to ensure that implementation of the overall project actions are synchronised and coordinated;
• Supervise the work of the technical experts, namely the Senior ICT Regulatory Expert, Senior Internet Governance Expert, Senior ICT Training Expert and the non-key experts.
• Support the preparation of ToRs for non-key experts for assignments to be conducted under the contract and deploy them based on requirements of the successive PRIDA Output 2 and 3 Work plans
Qualifications: Qualifications and Skills
• University degree in IT, ICT, Telecommunications, or similar;
• Fluent in English, with good working knowledge of French;
• Excellent project management skills;
• Excellent report writing skills in English, ability to produce concise reports;
• Excellent interpersonal, presentation and communication skills, both orally and in writing;
• Proficiency in the use of standard office software packages, email and internet.
General professional experience
• Minimum 10 years of relevant experience in ICT sector.
• Ability to work as part of a team, in close cooperation with international stakeholders;
• Extensive knowledge of the ICT/ telecoms policy and regulatory frameworks and national/ regional actor, especially in the African context;
Specific professional experience
• Minimum 5 years of relevant experience in developing legal, policy and regulatory documents in the ICT/ Telecommunications domain;
• Minimum 5 years of experience in project management;
• Demonstrated in-depth knowledge of and working experience with international stakeholders and governments, preferably in Africa Broad experience in requirements for setting up multi-stakeholder structures at national and regional levels with specific focus on Africa;
• Good knowledge of the AU context preferred;
